Return Brief & Concept Design Phase (August - September 2025)

Lead Design Consultant/Architect Roles:

  • **Project Leadership & Coordination:** Take the primary lead design and coordination role for this phase.
  • **Site & Information Review:**
    • Review and become thoroughly familiar with site conditions, existing infrastructure, and surrounding areas.
    • Review all available existing reports and records provided by RACV.
    • Undertake a site audit to verify as-built documentation (architectural and services) and update drawings with any discrepancies found.
  • **Concept Development:**
    • Establish concept design direction parameters with RACV and seek agreement.
    • Develop numerous options and test fits for each functional area (HPC gym, Total Fusion gym, wellness zones, amenities, car parks).
    • Prepare design concepts including 3D concept renders, sketches, diagrams, and image boards.
  • **Risk & Safety Assessments:** Undertake a preliminary risk assessment and safety in design assessment.
  • **Reporting & Presentation:**
    • Prepare the schematic design report for submission to the Project Control Group (PCG).
    • Coordinate all sub-consultant input into the Schematic Design Report.
    • Make design presentations to the PCG as required during this phase.
  • **Budget Information:** Provide necessary information to the Quantity Surveyor for preparing and confirming preliminary budgets.
  • **Initial Documentation:** Prepare, collate, and submit all drawings, reports, and specifications necessary for initial building permits, including attending meetings with the building surveyor as necessary.
  • **FF&E & Signage Strategy:** Prepare FF&E schedules, finishes palette, and initial signage strategies.

Schematic Design Development (September - October 2025)

Lead Design Consultant/Architect Roles:

  • **Design Leadership & Coordination:** Continue leading design and coordination with the entire consultant team.
  • **Meetings & Liaisons:**
    • Attend coordination meetings and site inspections.
    • Actively coordinate with other advisors and consultants to ensure design integrity and compliance.
    • Lead coordination workshops as required.
    • Provide written confirmation of discussions and meeting minutes.
    • Liaise with and attend pre-lodgement meetings with Council.
  • **Facility Layout & Specification:** Develop the facility layout and finishes specification, preserving design integrity and budget, specifically tailored for a gymnasium and wellness centre (dedicated zones for cardio, weights, group fitness studios, yoga/pilates, spa/treatment rooms, change rooms, reception, retail, F&B areas).
  • **Approvals Package Preparation:**
    • Produce progressive concept design discussion material for consultant coordination meetings and certification consultant review.
    • Produce the final draft of the architectural design package.
    • Lead the preparation and coordination of the complete Building Approvals Package (including all other consultant reports, printing, and electronic submission requirements), addressing specific requirements for health, fitness, and public assembly buildings.
    • Prepare required architectural documentation to respond to Certifier or Authority RFIs.
    • Ensure the detailed design satisfies BCA, DDA, and other legislative requirements relevant to public buildings and health facilities.
  • **Signage Strategy:** Prepare a detailed signage strategy for the whole development, including wayfinding within the gymnasium and wellness centre.
  • **Integrated Design:** Coordinate the work of all sub-consultants to produce an integrated and coordinated design package.
  • **Reporting & Presentation:**
    • Prepare the design development report for submission to the PCG and coordinate all sub-consultant input into the Design Development Report.
    • Make design presentations to the PCG during the design development phase.
  • **Risk & Safety:** Undertake a risk assessment and safety in design assessment.
  • **Progress Reporting:** Report regularly to the Project Manager on design progress, including seeking further briefing information if required.
  • **Materials & Finishes:**
    • Develop proposals for materials, finishes, fixed furniture, and equipment layouts.
    • Prepare detailed schedules of finishes, material, and color boards.
    • Organize prototypes and samples as required.
    • Review long-term maintenance and operational requirements when selecting finishes and materials.
  • **Buildability & Cost:**
    • Coordinate with the Project Manager in the ongoing buildability review of design and incorporate improvements.
    • Liaise with local and statutory authorities.
    • Provide necessary information to prepare a detailed cost plan.
    • Participate in value management sessions and update the design.
  • **Procurement Strategy:** Prepare FF&E and finishes schedules with details of suppliers, lead times, and cost. Organize samples for mock-up rooms. Prepare procurement strategy and options.

Detailed Design & Contract Documentation (November 2025 - January 2026)

Lead Design Consultant/Architect Roles:

  • **Design Progression:** Progress the design development stage, incorporating all feedback and approvals.
  • **Compliance & Marketing:**
    • Review building approvals and advise on modifications if required.
    • Review the compliance schedule for all building approvals.
    • Supply colored drawings and images for potential marketing and presentation materials.
    • Brief appointed marketing consultants and review marketing material for architectural accuracy.
  • **Interior Design Integration:**
    • Prepare the interior design concept or brief and coordinate with external interior design consultants (if applicable), specifically for a gymnasium and wellness centre environment.
    • Prepare or coordinate interior design options, focusing on functional and aesthetic considerations for fitness and wellness spaces, high traffic, and hard-wearing materials.
    • Supply schedules of finishes, fixtures, and equipment, tailored to the specific needs (durable flooring, specific gym equipment fixtures, wet area fittings).
    • Supply finishes boards for display purposes.
    • Incorporate the interior design concept into architectural documentation.
  • **Tender Preparation:**
    • Assist in formulating a select tender list for Design and Construct (D+C) or traditional tender.
    • Liaise with all project consultants to coordinate and integrate their work for an Early Contractor Involvement process, performance-based D+C package, or traditional tender package.
    • Develop an architectural performance specification, including specifications for specialist gym and wellness equipment and systems.
    • Prepare a drawing schedule (up to at least 80% design development).
    • Prepare relevant drawing lists for trade packaging and coordinating consultant lists.
    • Supply finishes boards for tenderers' reference.
    • Provide a list of Provisional Cost (PC) items and budgets.
    • Assist in preparing nominated subcontractor and supplier lists.
    • Prepare hard and soft copy tender control sets.
    • Participate in tender interviews if required.
  • **Documentation Quality & Coordination:**
    • Prepare documents (based on approved design development documents) required for construction and inviting tenders, including information for accurate cost assessment.

Tender Phase (February - April 2026)

Lead Design Consultant/Architect Roles:

  • **Tender Process Support:**
    • Assist the Project Manager to source and prequalify the tender shortlist.
    • Issue a coordinated set of documentation for tendering.
    • Prepare separate tender packages as required by RACV.
    • Attend tender briefing sessions and tender evaluation and interview sessions as required.
  • **Query Management:** Respond to technical and design tender queries and issue tender addendums.
  • **Tender Assessment:** Assist the Project Manager with the review of received tenders, including cost planning, quality control, and compliance.
  • **Value Management:** Participate in value management sessions and update documentation as required.

Construction Administration & Defects Liability (May 2026 - TBC)

Lead Design Consultant/Architect Roles:

  • **Approvals & Compliance:**
    • Adhere to agreed timeframes and outcomes, meeting the development brief and budget.
    • Prepare and coordinate the Construction Certificate submission.
    • Collect design compliance certificates and issue them to the certifier.
    • Liaise with the certifier and supply additional information.
    • Provide written confirmation of discussions and meeting minutes.
    • Monitor progress of certification and proactively assist.
    • Track the issue of certificates to relevant stakeholders.
    • Review the compliance schedule for all approvals.
  • **Construction Support & Site Issues:**
    • Assist in preparing sub-trade tender packages for the D+C Contractor.
    • Log and respond to sub-trade tender queries.
    • Assist with sub-trade tender assessment as required by the D+C Contractor.
    • Provide additional information to resolve site queries and construction detailing, particularly for specialized gymnasium and wellness centre installations.
    • Attend site as required to resolve incidental design & coordination issues.
    • Provide monthly design certification & reports to the Superintendent.
    • Observe works in progress to ensure design intent is achieved.
  • **Quality & Defects Management:**
    • Conduct detailed site assessments prior to practical completion to identify defects and issue a defect report.
    • Sign off and date satisfactory rectification of defects.
    • Assist the Superintendent in determining practical completion.
    • Review the compliance schedule prior to occupation certification.
    • Coordinate consultants to provide FINAL certification, including interim & final occupation certification requirements.
    • Prepare a complete set of coordinated construction issue documentation.
    • Respond to technical and design RFIs, provide additional details, and coordinate responses from sub-consultants (within 48 hours).
    • Ensure all instructions to the contractor that may result in a variation are approved by the Project Manager prior to issue.
    • Attend workshops with the contractor to brief them on design intent.
    • Provide advice on matters affecting monetary value, time, or design intent (countersigned by Project Manager).
    • Review samples and prototypes and provide recommendations for approvals.
    • Review shop drawings for technical compliance and coordination.
    • Attend and minute regular site meetings (fortnightly).
    • Undertake regular site inspections, assess quality, and issue defects reports.
    • Conduct site visits to inspect equipment being fabricated/manufactured and issue defects reports.
    • Inspect notified site problems and develop solutions.
    • Assist Project Manager in assessing variations and progress claims.
    • Assist Project Manager in assessing and responding to Extension of Time claims, dispute notices, and contractual matters.
  • **Commissioning & Handover:**
    • Coordinate with services consultants and attend site during commissioning and tuning.
    • Assist Project Manager to ensure contractor continuously updates documentation.
    • Review 'as built' drawings and issue recommendations for approvals.
    • Provide progressive lists of incomplete or defective work leading up to practical completion.
    • Undertake a defects inspection and prepare a consolidated report prior to Certificate of Practical Completion.
    • Re-inspect works during defects liability periods and certify completed defects.
    • Final defects inspection prior to Certificate of Final Completion.
    • Witness, review, and approve all performance and compliance tests.
    • Assist in the issue of the Certificate of Occupancy.
